Basic legislation for consolidation

This concerns the European system of national and regional accounts.

The ESA divides the economy into sectors (producers, families, authorities, rest of the world). Sector 13 includes the government sector.

This sector includes the subsector 13.12 with the authorities of the federated entities, to which the Brussels-Capital Region and its external autonomous agencies belong. This is the reason for consolidation. Convergence criteria as regards government finances (Maastricht) such as excessive government deficiencies (< 3% BNP) and the public debt (< 60% BNP) are defined by the rules in the Social and Economic Council and apply to the government service sector.
